High-Risk Sexual Offender now living in Vanier, police warning to the community

(Ottawa) — The Ottawa Police Service would like to inform the community that Karl NJOLSTAD, 62 years old, who is deemed a high-risk sexual offender, is now living in the Vanier area.
He has a history of sexual assault, and sexual interference, possessing, forcible confinement and making child pornography.
The Ottawa Police Service believes that NJOLSTAD poses a risk to the community, particularly children and is concerned that he may commit similar offences in the future.
NJOLSTAD is described as: a white male, 5’9” (175 cm), brown eyes, medium build, salt and pepper hair (see photo).
NJOLSTAD is subject to the following conditions:
- Not to consume, purchase or possess alcohol.
- Not to consume, purchase or possess drugs other than prescribed medication taken as prescribed and over the counter drugs taken as recommended by the manufacturer.
- Immediately report all relationships and friendships with females and any changes to the status of the relationships/friendships to your Parole Supervisor.
- Not to own, use or possess any technological device that would allow access to the Internet, unless previously approved in writing by your Parole Supervisor.
- Not to purchase, acquire, possess or access pornography or sexually explicit material in any form or type of media.
- Not attend a school ground, public park, playground, daycare, community centre or public swimming pool where persons under 16 are present or could be reasonably expected to be.
- Not seek or obtain employment (remunerated or not), Not becoming or being a volunteer in a capacity that involves being in a position of trust or authority towards any person under the age of 16 years.
- Not communicate or be in contact with any person who is under the age of 16 unless he does so under the supervision of a court approved person.
- Not to use the internet for the purpose of contacting any person under the age of 16 years or for accessing child pornography.
Anyone who is aware of potential breaches to NJOLSTAD’s conditions should not approach him, but rather, contact the Ottawa Police Service High-Risk Offender Management Unit at 613-236-1222 ext. 4395 or 9-1-1 in case of an emergency.

This public safety warning is being released under the authority of Regulation 412/23 of the Community Safety and Policing Act, which allows for the release of personal information about an individual if it is reasonably believed that the individual poses a significant risk of harm to other persons or property, and it is reasonably believed that such disclosure would reduce that risk.
