High-Risk Violent Offender now living in Centretown, police warning the community
FOR IMMEDIATE RELEASE: Friday, February 2, 2024 3:00 pm
(Ottawa)—The Ottawa Police Service would like to inform the community that Timothy LEEDER, 58 years old, who is deemed a high-risk violent offender since 1994 and dangerous offender since 1996, is currently living in the Centretown area. The Ottawa Police Service believes that LEEDER poses a risk to the community, particularly women.
He has a history of violence, including sexual assault, overcome resistance to commission of offence and aggravated sex assault. The Ottawa Police Service believes that LEEDER poses a risk to the community, particularly women and is concerned that he may commit similar offences in the future.
LEEDER is described as a white male, 5’8” (173 cm), medium build, short salt and pepper hair and brown eyes (see attached photo).
LEEDER is subject to the following conditions:
- Not to consume, purchase or possess drugs other than prescribed medication taken as prescribed and over the counter drugs taken as recommended by the manufacturer.
- Not to consume, purchase or possess alcohol.
- No direct or indirect contact with the victim and members of their family (offences committed in Guelph).
- Immediately report all sexual and non-sexual relationships and friendships with females and any changes to the status of the relationships/friendships to your parole supervisor.
Do not associate or communicate with any person you know or have reason to believe is involved in criminal activity.
- Not to enter establishments where the primary source of income is derived from the sale or consumption of alcohol.
AND FURTHER
- Remain within his temporary residence between the hours of 9:00pm – 9:00am *2100-0900 hrs*
The Ottawa Police Service High-Risk Offender Management Unit deemed that LEEDER poses a high risk to reoffend or breach his terms of release. LEEDER will be monitored by the Correctional Services of Canada and the Ottawa Police Service High-Risk Offender Management Unit.
Anyone who is aware of potential breaches of LEEDER’s conditions should not approach him, but rather, contact the Ottawa Police Service High-Risk Offender Management Unit at 613-236-1222 ext. 4395 or 9-1-1 in case of an emergency.
