Man Charged in Gloucester Street Kidnapping and Robbery – Seeking Public Assistance to Identify Suspects

(Ottawa) – The Ottawa Police Service has laid charges in connection with a recent kidnapping and robbery incident and are seeking public assistance in identifying two more suspects.
On August 10, 2022, at approximately 10:20 pm, three men kidnapped another man at gunpoint from an address located in the 200 Block of Gloucester St. The victim was forced into a Sport Utility Vehicle (SUV) and taken to a location in the province of Quebec. Shortly after 2am on August 11, the suspects returned to Ottawa with the victim and released him unharmed to an address in the 200 Block of Nepean Street.
Following an investigation by the Robbery Unit, Jordy (Jay) MOUYENGO, 23-years-old, of Gatineau, was charged with numerous offences, including:
- Kidnapping
- Robbery with a Firearm Wearing a disguise
- Possession of Firearm without a License
- Careless Use of a Firearm
- Occupying a Motor Vehicle with a Firearm
- Failing to Comply with a Release Order
- Four counts of Possession of a Schedule I Substance for the Purpose of Trafficking
He appeared in court on August 17.
Two additional suspects remain at large.
Suspect #2 is described as a Caucasian man in his 30’s, 5’7” (170cm) to 5’8” (173cm) with shoulder length dark hair, wearing a blue hooded sweatshirt and a mask on his face (see photo).
Suspect #3 is described as a Black man in his 20’s with medium length curly black hair shaven at the side and back, wearing a white-hooded sweatshirt with a yellow "Nike" logo on the rear, dark pants and blue and white "Nike" running shoes (see photos).
Both men are considered armed and dangerous. If seen, do not approach and contact police immediately.
